My guess is that the chair is for anyone wishing to have their shoes shined by the shoe-shine boy, who is sitting off to the right. It looks like his current client prefers to stand.
Actually Janna, this chair is too high and it does not have the cushion to seat on. Read the other comments for the correct answer.
The Chair is saving a parking spot for someone.
The Boy is looking at the chair thinking, “Hey! What’s that chair doing in the street?”
Teacher: The word of the day is “Chair”…
